Kelli Baugus

Cultural value: Dedicated Service & Respect

This email was sent in by a Town of Marana resident after speaking with our animal control officer Kelli Baugus about a concern he had in his community regarding dogs off leash. "My name is Mike Clutter, and we have a dog leash problem at Sunflower. After giving up on our management I called Kelly. I am so impressed with her, she came to my house, told me all the rules and took the info I had. I am sure she is going to take care of everything." Kelli, after speaking with Mr. Clutter followed through with contacting people Mr. Clutter had information on that were allowing their dogs to be off leash in the community. She was able to make contact with one party, educated this person and will be following up with another dog owner. The next day Kelli went to this community area to speak with the additional dog owner. Kelli was observed by a community member, who then activated her car alarm system, as Kelli drove through the parking area, several other members activated their car alarm systems too. It appears Kelli's quick and thorough response to Mr. Clutter's concern was not taken lightly, but was effective with the community, with their behavior of activating car alarms systems when the animal control officer is seen driving in and through the Sunflower Community. Due to Kelli's immediate response to Mr. Clutter and the task at hand, she was able to create a positive affect to curb the reported dogs off leash violations and educate Mr. Clutter, where he felt heard, respected and the commitment Kelli had into resolving this situation. That's five-star service! The next day Kelli received a phone call from Mr. Clutter advising, he had the dog park all to himself that morning. No dogs or people.

ROBERTA AYERS

Cultural Value: Dedicated Service

Despite being new in her role Roberta takes every opportunity to provide 5 star service to her customers by being approachable, helpful and ensuring her customers leave with a solution. Roberta recently demonstrated our cultural value of dedicated service when assisting one of our citizens with a dog license renewal, below is what the customer had to say about their interaction. “I go to get my dog tags every year in Sept. One year I tried to get dog tags thru the mail. I will never do that again. Horrific. Sept 18, I went to the Town of Marana Office to pay and receive proof of paying for dog tag. I went into the office with the 117 pound rottweiler. I was shocked”. Delightfully “shocked”. In the office were two women, Roberta and Victoria, they assisted. They were nice, fabulous, attentive, with knowledge and results. I have never been treated with such kindness in a business-like manner. They took the time and went the extra moment to appreciate the customer. Please keep them working there. Give them a raise. Make sure they get the pat on the back they deserve. The genuine and service you provided this customer is a perfect example of the 5 star service our citizens deserve and have come to expect from us. Thank you for continuing to live our cultural values every day, keep up the amazing work!

VICTORIA HUERTA

Victoria demonstrated our cultural value of dedicated service by providing friendly, attentive, and genuine service to her customers. Despite being brand new to her role, Victoria ensures she takes ownership of her customers and addresses all of their concerns while respecting their time during their visit. MIKE ECKELBARGER, MELANIE STOUGH & LORI SHEPPARD

Cultural value: Teamwork

This recognition is for Mike Eckelbarger, Melanie Stough and Lori Sheppard. Animal Services received a call from AZ Dept of Health Services, requesting that we assist Sahuarita PD on a bat that had contact with two dogs and needed to be tested for rabies. The Town of Sahuarita is currently without an animal control officer and the PD staff did not know how to process a bat or set up the quarantine on the dogs. Melanie was the office contact that worked with many different entities to include the owner of the dog to orchestrate the assist. Mike went to Sahuarita to retrieve the bat, complete the required paperwork and transport the bat to the lab for testing. Lori & Mike worked with the Sahuarita PD staff on how to properly quarantine the dog and what to do once the rabies testing results came back. This included multiple after normal work hours calls to Lori from the officer handling the incident. I would like to say how appreciative I am for the outstanding service this team provided to another municipality. Thank you for showing southern AZ what amazing staff the Town of Marana has.

MIKE ECKELBARGER

The following email was sent to the Town regarding an interaction they had with our animal control officer Mike Eckelbarger. When the owner is cited and still sends an appreciation email, that says something about the outstanding respect and service they were provided.

To Whom This May Concern: We wish to express our appreciation for the outstanding service provided by an officer in Marana's Animal Services Department. On May 14, 2023, our dog, Dusty, was involved in an incident that prompted a call for Officer Eckelbarger's assistance. Despite my husband receiving a "Dog at Large" citation, Officer Eckelbarger conducted himself in a remarkably pleasant, fair, and professional manner throughout this challenging situation. The Town of Marana should take pride in having such an exemplary officer on their team, and we believe Officer Eckelbarger deserves recognition for his exceptional professionalism. JASON HENSHAW, ANDREW BAHR & JESUS FELIX

Cultural value: Dedicated Service, Respect, Teamwork & Innovation & Leadership

On Saturday, August 5th 2023 at approximately 1:00 p.m., Marana Water received a call from Doug Greenland, General Manager of CMID. He informed our staff that their production well went down. That well provides non-potable water for Gladden Farms and Rancho Marana. During that time, there was a huge influx of calls regarding their water outage. With approval from Paul Martinez, Water Operations Manager… Jason Henshaw, Andrew Bahr , and Jesus Felix responded quickly to help with this crises. They were able to provide two inlets to CMID system from Marana Water with meters and backflow preventer devices. With Marana Water's help, CMID's service was back on by 3:00pm. Monday morning, CMID established temporary accounts with the billing staff until they were able to repair their well issue which was the following Wednesday. This is an example of being great stewards of the community and cooperation with our sister agencies.

Each May, the nation celebrates National Law Enforcement Appreciation Week. For the past few years, a group of dispatchers has taken the initiative and gone above and beyond to show their appreciation to the officers of the Town of Marana Police Department. The group was spearheaded by Stefanie Bruhn and Tabitha O'Brien. The pair recruited additional help and resources from within Dispatch. As a team and using their own personal funds, they spent countless hours collecting, creating, and assembling bags and other items made custom to each officer. This year they made, by hand, personalized keychains for each officer with their badge number prominently displayed. This group displayed the epitome of teamwork and respect! Gestures such as this annual undertaking of countless hours spent crafting their gifts which are funded by them personally is a huge bolster to the relationship between dispatch and patrol and solidifies the family-oriented culture we continually strive for here at the Marana Police Department and Town of Marana. For these reasons, I proudly nominate the listed dispatchers for a Town of Marana Cultural Value Award in the categories of Teamwork and Respect.

Allison mckearney

Cultural value: Dedicated Service

Tonight Alison assisted an employee who found themselves locked out of an area of the building and away from their badge and personal belongings. Alison remotely figured out how to navigate a system she's unfamiliar with, and which is not very easy to navigate without much experience, and was able to provide the employee access back into the area of the building where their badge and personal belongings were located. Her resourcefulness to navigate the system and provide customer service to this employee in need was done with the absolute best of character. I am fortunate to have her on my team, and I can say without a doubt that she followed through in such a way that I would have done nothing differently. Service to others is a rare quality to come naturally. Alison represents dedication to this, even in the face of frustrating or otherwise unknown circumstances.

JACOB JAEGER

Cultural value: Respect & Teamwork

Jacob has shown his willingness to help anyone in need. Marana Chambers will borrow chairs from our department every now and then and when they call to reserve they will request that Jacob deliver because of the kindness and respect he shows when delivering and picking up. Jacob has a very busy Sports Program that has him busy year round but will not hesitate to drop what he is doing to help someone in need.

JACOB CRISS AND JOHNNY ARVIZU

Cultural Value: Dedicated Service, Respect, & Teamwork

Second source irrigation water (CMID) is provided to homes in the Gladden Farms and Rancho Marana neighborhoods. This requires that backflow prevention assemblies (BPAs) be installed and tested annually at each residence to protect the Marana Water system. Compliance discrepancies were discovered which initiated on-site inspections of over 1200 backflow assemblies installed in these neighborhoods. These inspections entailed knocking on every door to make contact with customers, identifying BPA serial numbers (not always easily accessible), confirming meter numbers (digging out buried meters), and confirming the status of the CMID service (locked or unlocked). It was determined during initial planning of these inspections that it would take close to a year to complete. Jake and JR teamed up and took the lead on these on-site inspections and had them completed in five months (January to May 2023). They collected accurate data and efficiently handled any customer concerns that developed. Their hard work and dedication will ensure that our backflow program is accurate and up to date.

JAMAL FRANCIS

Recently, one of the bus shelters located near the health center received some damage to the trash container that was constructed as part of the overall steel structure. The steel trash insert had been removed, damaged and discarded in the adjacent lot. JR Burns was tasked with trying to fix the damaged trash container. Jamal Francis offered up his welding skills to help JR with the fix due to significant damage to the steel insert. Jamal completed a fantastic welding job to get the trash container back in working order. This is a great example of teamwork between two departments working together to provide 5-star service.

JEFF ROWE & MICHAEL WOELK

Cultural Values: Dedicated service, Teamwork, Innovation & Leadership

The entire fleet of MPD patrol computers and vehicles were running into a deadline of service changes due to the removal of lower/older bands of wireless internet connectivity with Verizon. As a quick and innovative solution, it was collectively decided that we would move to Firstnet as an internet service provider. The catch with this is that we did not have the SIM cards, nor the service account, to make this happen. We met with Firstnet representatives and came up with a plan. This plan's initiation date was at a time when I could not be present, so they coordinated and executed this with their own methods.

On the day of the SIM arrival for Firstnet, Jeff and Michael worked a total of 18 hours across all patrol shifts to make this transition happen before the service cutoff from Verizon. They also followed through with any devices that were absent during the primary day. In total, this move of over 140 SIMs was a very large undertaking and was done in such a way that it represents the best qualities of our team. Without them taking this on, our officers would have lost a great deal of their capabilities in the field. They came through for our town, and are both examples of dedication, teamwork, and exemplary service to our staff.

RICK SIEGER

Cultural Value: Dedicated service

In December of 2022, Officer Gabe Tapia of the Marana Police Department approached Chief Nunez to seek approval to place period-correct Marana Police Department decals on a restored police vehicle, a 1987 Chevrolet Caprice, for the upcoming 2023 Marana Founders Day Parade. Chief Nunez approved the decal project in an effort to connect with the community and show a bit of the town’s heritage. A few days prior to the parade, Officer Tapia prepared the vehicle to be parade show-ready. The morning of the parade arrived. Officer Tapia attempted to start the vehicle, however the vehicle did not start. The Founders Day Parade was scheduled to be the restored police vehicle’s first debut. Efforts to start the vehicle by Officer Tapia were unsuccessful. Officer Tapia immediately reached to Rick Sieger – Fleet Services Technician II. Rick immediately answered his phone and Officer Tapia provided Rick with the symptoms. Rick instantly diagnosed the problem and provided Officer Tapia with a solution to get the vehicle started. It was determined the starter had seized. Rick provided Officer Tapia with step-by-step instructions to temporarily repair the problem and get the vehicle started. Rick’s directions proved to be successful. The vehicle started and Officer Tapia made it in time to be a part of the parade as originally planned.

If it was not for Rick’s speedy expertise and advice, the restored police vehicle would have never had its debut in the 2023 Founders Day Parade. This one example of the countless number of times that Rick has gone out of his way and, above and beyond to help all members of the town. Rick’s gallantry and commitment to serve the town's needs are second to none. For the reasons mentioned above, I would like to nominate Rick Sieger for the Dedicated Service TOM Award.

DUSTIN WARD

Cultural Value: Dedicated Service and Teamwork

Earlier this month, Town Manager Rozema received a letter from AMH Development and Borderland Construction related to services rendered by Dustin Ward and Erik Christenson. In short, both gentlemen went above and beyond to help expedite plan reviews and resolve field issues that allowed the Remington Ranch project to continue moving forward. AMH and Borderland representatives expressed a great deal of gratitude for the professionalism and proactive approach each took to help address the identified issues. Their efforts clearly demonstrated DEDICATED SERVICE and TEAMWORK in their willingness to work together with both internal and external stakeholders, as well as being flexible while also very responsive.

MICHELE MURRIETA

“While cleaning out trash from the evidence impound yard, I accidentally threw away my town vehicle's key into the dumpster. Initial searches for the key were unsuccessful. I asked Michele if she would help me empty the very full dumpster in an attempt to find the key and Michele immediately agreed. In full personal protective gear, we emptied a very smelly dumpster and located the key. Michele is the picture of Teamwork! “

ERIK CHRISTENSON

Cultural Value: Dedicated Service

For the Remington Ranch development, a flaw was identified on a plan set affecting the start of sewer construction scheduled to begin in the week of 4/3/23. Development Services staff coordinated closely with the project consultant on Friday, March 31st to arrive at a viable solution and agreed to review the corresponding plan over the weekend. Erik and his staff from Marana Water also provided same-day review and approval of the proposed solution. During this process, Erik Christenson was instrumental in resolving the matter expeditiously and allowing construction to proceed without any delay. This is a great example of Marana Water staff demonstrating the Town's mission and cultural value of dedicated service. AMH Development and Borderland Construction have also recognized the above-and-beyond service by Erik Christenson and his staff at Marana Water on the Remington Ranch project.

KAULANA BREITENBACH

Cultural Value: Dedicated Service

Kaulana is being nominated for this award due to his commitment to the Town’s core values. The Water Department operates two new state of the art water treatment plants. Due to new regulatory requirements, the department is continuously being asked for tours and advice on this new technology. Kaulana has volunteered to take the lead on providing information and tours at our facilities. He has always been prepared and thorough during tours. He has been complimented on his expertise and tremendously helpful to operators and engineers considering constructing new facilities. He exhibits dedicated service by making time to represent the Town to other water providers as well as current town personnel.

CAYLEE BAKER

Cultural Value: Dedicated Service

In an effort to raise awareness, promote safety and remain compliant, the Town has to assign annual training for most, if not all its employees. At times the trainings can feel redundant, boring or like a chore to get through. Being a trainer isn't easy. Speaking in front of large crowds of your co-workers can be intimidating to some, terrifying to others. This month Detective Caylee Baker taught Active Shooter (Attacker) training to hundreds of Town employees. She taught six separate sessions with enthusiasm, wit and care. Detective Baker answered all employee questions thoughtfully and insightfully. She handled a serious and somewhat scary topic with grace and lightened the mood with some seriously corny jokes when she could. Detective Baker stepped up personally and professionally and made what could have been a sleeper of a class, informative, insightful and even entertaining. Six times! I believe Detective Baker exemplifies the core value of Dedicated Service by taking on this challenge, delivering an excellent training, and handling this extra increase to her workload.

JENNIFER FLOOD

Cultural Value: Dedicated Service

I am honored to nominate Jennifer Flood for the Cultural Award of Dedicated Service. Starting in late July, early August of FY2022, Jennifer began assisting the CIP Division within Public Works as there was a transition in the Department’s Leadership and assistance was required. It was evident from the onset that Jennifer was highly professional and extremely capable. I was impressed so much that I asked her to join Public Works as the Deputy Director and she accepted. Fast forward, please see the text below that is pulled directly from an email that I received from Terry Rozema exhibiting Jennifer's assistance and professionalism on a recent item.

Fausto, I wanted to share some feedback about Jen and how she helped Erik and me out this week, I had a request from a group of citizens to meet with them about the possible (re)listing of the pygmy owl on the endangered/threatened species list. I was given a heads up that they wanted to know what the Town is doing and that they intended to make a request that we implement the County’s conservation plan. Erik and I reached out to Jen and we had a meeting yesterday to pick her brain and to discuss our approach to the meeting. Jen did an excellent job of providing us with information and helping us understand what options were available and how she believed it would be best to handle the situation going forward and how best to convey that information in the meeting. The meeting occurred today at 3 and was attended by four residents who took turns expressing their concerns and making their requests, and from that point on, it was the Jennifer Flood show. I wish you could have been there to hear how she handled the room. Erik, Andrea and myself just sat back with our popcorn and watched the show. It was beautiful. She was knowledgeable, articulate and understanding, but it wasn’t just the information she conveyed, it was also the delivery of the information that left everyone in the room impressed and grateful that she works for the Town. She represented the entire organization in a highly favorable light and demonstrated the level of high professionalism and competence we are blessed to have with so many of our staff. I didn’t want to miss an opportunity to let you know what a great job she did. Thank you, Terry S. Rozema Town Manager.

REYNA CELIS

Cultural Value: Dedicated Service, Respect, Teamwork and Innovation & Leadership

Due to staffing issues, the AgreeDB forms that are used for contracts throughout the Town were not being entered. As a result there was a backlog on these forms which could result in lack of notification of expired contracts or outdated certificates of insurance. Reyna offered to step in and help with this issue and has devoted a tremendous amount of time and resources to getting the backlog entered, entering more AgreeDB forms as they come in, and correcting any other issues along the way. Most importantly, she has communicated with various employees along the way and explained the "why" behind AgreeDB and how best to use it. This has required her to do extra research on internal processes and reach out to many, many Town employees for information to input in the system. The fact that Reyna not only volunteered to help with this, but that she has gone above and beyond to communicate with stakeholders and learn more about it exemplifies all of the Town's Cultural Values.

SAMUEL BROCK

Cultural Value: Teamwork and Innovation & Leadership

Samuel Brock was contacted to help the Police Department background investigators with streamlining and creating online forms. Prior to Samuel's help, investigators would have to spend copious amounts of time hand writing the forms and using phone calls to obtain answers to questions on the forms. Samuel quickly jumped to assist and created online forms via Seamless Docs where investigators could simply send a link to a recipient to complete the form on their own. The new online form system Samuel created has undoubtably cut down time on investigations and paper use. The process of creating the system was tedious and required Samuel to meet several times to better understand the goals of the investigators. During these meetings Samuel was heavily engaged, supportive, informative and expressed his desire to take on this project.

Cultural Value: Respect

I would like to recognize Carmen Martinez and Lori Sheppard for the extra effort they put in to help out some very low income residents whose dog was escaping the yard. Lori donated an 80# bag of concrete that Carmen delivered to the family to help them fill in the area where the dog was escaping. Carmen also took the time to show the family different types of muzzles that their dog needed to be wearing when in public. The family had limited transportation so Carmen helped them find the muzzle on Amazon and explained to them how to order it. Carmen and Lori gave outstanding customer service and treated these resident like they were family, with dignity and respect.

JASON FLOOD

Mayor Honea has been searching for specific historical photos. We checked various storage areas at Town Hall with no luck. I suggested that the Mayor look at the Heritage House. After checking the Heritage House with no luck there either, Jason Flood heard that the Mayor was at the Heritage House looking for historical photos. He knew there was a storage room that the Mayor could not have access to because the maintenance department has the only key. Jason went to the Heritage House on his own to check for those photos. I received a call from Jason describing the photos he found. Not only those were some of the photos the Mayor was looking for but he also brought them over to Town Hall so the Mayor could have them immediately. Jason demonstrated dedicated service by going the extra mile on his own. Jason respected our values because he knows how important Marana's Heritage is to the Mayor and Town Council. Jason contacted me immediately when he found some of the photos in a file cabinet and brought them to me. That's team work.

GUS LIPINS

Cultural Value: Dedicated Service & Teamwork

In September there was a rise in citizen complaints about construction site noise in the early hours. Development Services and Building were working with us to address the concerns from the community. By accident Gus Lipins was CC'd on an email chain regarding a woman being disturbed by extremely loud equipment. It wasn't until Gus emailed back the outcome that we realized the message had gone to the wrong person. He went above and beyond by visiting the woman personally and finding a solution with the site's Performance Award Superintendent. The residents of the community were very happy with the solutions and we haven't had any further complaints. Gus could have forwarded the message on to the correct person, but instead he took it upon himself to help out and provided exceptional 5 star service.

CHRISTINE BYLER

Cultural Value: Respect

Christine received a call from an elderly resident that was in need of dog food for her three dogs. While Christine worked on finding her various options in the community where she could get food, she found out that the woman was completely out of food and was not getting paid for another five days. Christine went to the store and bought her enough dog food to last her a couple of weeks. The resident was very appreciative of her very thoughtful and kind gesture.

RODRIGO CEJA

Cultural Value: Dedicated Service

As the Town Manager Terry Rozema illustrated in his September "Manager Moments", outside Marana Municipal Complex, Marana Water employee Rigo Ceja saw a lady who seemed lost. Rigo went to her and asked if she needed help. The lady was looking for Marana Chamber of Commerce, which is still quite far away from where they were. Instead of merely pointing the direction, Rigo offered to take her there. After they arrived at the Chamber of Commerce Building, Rigo opened the door for the lady, shook her hand hand, and said have a great day. Little things make a difference. The lady was so impressed that she told everybody about the "five star" service the Town staff provided. These kinds of actions are so impactful. Rigo is our construction inspector. He is always kind and strives for high level of commitment to work and public services. For that, I would like to nominate Rigo Ceja for the Cultural Value Award of the Town.

JR BURNS

Cultural Value: Teamwork

We had a pretty bad storm around the MMC in the late afternoon on 9/21. When JR got in the next morning he noticed there were lots of downed trees around the MMC. JR asked to go help out the Parks crew with the significant cleanup that needed to be done. He got the community trailer and was able to assist Dale and other Parks crews in loading all of the down trees around the complex area. A total of three trailer loads were collected in just the community trailer alone, not to mention the other trailers that the Parks crew were using. This was quite the storm that hit the area and all of the teamwork between departments to get the area cleaned up in less than a a day was amazing.

JR BURNS & ADAM KIRBY

Cultural Value: Dedicated Service, Respect & Teamwork

I would like to recognize JR Burns and Adam Kirby for their dedicated service and teamwork on two separate occasions over the last two weeks. Animal Services received a call from a resident in Honea Heights. She was older, disabled, going blind and didn’t drive. Her dog of 18 years died a few days ago and she could not find anyone to help her bury the dog in the yard. She was very upset and asked if there was anything we could do to help her. I called up JR and Adam and explained the situation. Without hesitation, they both said they would head right over to help her out. Certainly not what they thought they would be doing on a Friday afternoon, but very much appreciated by our resident and me.

MELANIE STOUGH

Cultural Value: Dedicated Service

I would like to share a very nice email we received from a resident that Melanie Stough assisted. Melanie always goes above and beyond to help our residents and this time was no exception. This particular morning, Melanie received a fairly lengthy email listing many concerns from Ms. Sciannameo regarding two dogs she owned. Melanie was very thorough in her response and made sure Ms. Sciannameo had all the information she needed. Below is the email we received. It is wonderful when someone from outside the organization takes the time to recognizes the dedication and respect of our employees.

“Good afternoon, I had the occasion, once again to work with Melanie Stough of the City of Marana today. I have worked with one or two prior occasions and I am not sure why I did, I have lived in my home ten years now so it could have been for a number of reasons but each time I see her name I am grateful that it is she I have made contact with. This time the contact came to me from her first because I adopted a new puppy and she was following up with me because I had not included her rabies vaccination. I sent in the license material a bit before Elizabeth, my puppy was old enough for the vaccine and had already sent the vaccine certificate back, and then responded to Melanie and we resolved the issue.Over the past week, it became imperative for me to re-home one my beloved French Bulldogs, Beauregard to a one dog home because he and Romeo were escalating their distaste for one another. As a former breeder of French and English Bulldogs I could see that this was not going to turn out well and I made a difficult decision and found what we ethical breeders do, “a home equal to or better than our own, with a responsible person to love him.” I found [citizen name]. This was first re-homing I had done in this state. I am in Marana, she in Tucson, we did not know how to change the chip and I turned to Melanie who thoroughly and promptly answered us and also updated my records with Marana to reflect that I own only two dogs because the records had not been updated to reflect two of my other dogs which had gone over the rainbow bridge. Her answers were clear and concise, included links and in my experience as a retired NYPD Police Lieutenant if I had someone on my team like Melanie I would want to get a letter like this saying what an assets she is to my team. CAYLEE BAKER, LIBBY SHELTON & KELLI BAUGUS

I would like to nominate Caylee Baker, Libby Shelton and Kelli Baugus for a Cultural Value Award for their outstanding work handling a police and animal situation that occurred on 9/11/22. I will not be sharing the details of the case, but would like to commend these ladies on their incredible work on this case. The incident occurred on Sunday evening and Detective Baker and ACO Baugus were both called out after hours to assist. Deputy Town Attorney Libby Shelton was notified of the case prior to work on Monday morning. In one day, Detective Baker did extensive research to find many other incidents involving this same individual and his dog. She read reports, watched and documented all the body camera footage and was able to provide Libby with all the needed supporting documentation for the case that she was putting together. Due to the time sensitive nature of the case, Libby was able to file for an emergency court hearing the following day. On Monday night at approximately 9:30pm, the PD located the individual that needed to be notified of the court hearing the next day. ACO Baugus was called out and about 10:30pm she met with the individual to go over his options and ultimately serve him with the court hearing paperwork for the next day. I would like to commend these three ladies for all their work in handling this case from start to finish in under two days. I know there was also a tremendous amount of support work that went on in PD, Legal and the Courts to make this happen. I am very grateful to everyone.

Freya Arnesen, Richelle Valenzuela, and Nolette Hernandez have been instrumental in successfully maintaining continuity of operations and high service levels in the Town Clerk's Office during a period of transition. The transition came at a critical time when multiple tight deadlines were approaching, including a deadline related to canvassing the official election results for the August 2, 2022 primary election. They have risen to the occasion, and I am very grateful for their professionalism, expertise, and dedicated service to the Town during this time. Hats off to each of them!

On Friday, August 26, Park Maintenance Associate III, Ellen Sedig was completing her assigned tasks at Heritage River Park. Ellen took extra steps to search the restrooms as there had been an incident at this location in recent weeks involving contraband. In her search, Ellen discovered contraband that was packaged in such a way that it appeared to have been intended to be retrieved and snuck into the prison by an inmate performing work as part of a crew at Heritage River Park. Ellen immediately contacted Marana Police. She then contacted her Supervisor who alerted the prison. Ellen's actions allowed Law Enforcement and Prison officials the opportunity to complete a thorough investigation. Additionally her actions may have prevented a citizen or another employee from possible exposure to a dangerous substance. Ellen is a valuable member of the Parks and Recreation Team. Her thoughtful approach to her job should be recognized.

On 8/10/22, Detective Jenkins was driving his unmarked Town of Marana Police vehicle. In the area of Twin Peaks and the westbound on-ramp, he attempted to make the right turn to get onto the I-10. As he turned, he observed a sedan make a U-turn on the on ramp, and begin driving against traffic. Detective Jenkins, activated the emergency equipment on his unmarked Police vehicle, and selflessly positioned himself in front of this vehicle. Upon stopping, Detective Jenkins contacted the driver, a young mother who had lost her purse in the area the night prior. The woman had observed contents from her purse on the side of the road and in her frantic state had flipped around to collect the items. Detective Jenkins then assisted the woman by canvassing the area, helping her locate not only her purse, but almost all of the contents from within. Detective Jenkins contacted Marana Streets, who also responded to assist with getting the woman's social security card from a nearby drainage ditch. Detective Jenkins’ actions show his commitment to the citizens of Marana....had this woman been attempting to use her vehicle as a means of hurting unsuspecting motorists, Detective Jenkins was willing to place his vehicle and himself in her way to keep the public safe. Thankfully, this incident turned out to be nothing more than a panicked young mother in need of a helping hand.

Between May 23, 2022, and June 25, 2022, the Marana Police Department's Communications Center underwent a much-needed remodel and upgrade to a more modern, state-of-the-art 9-1-1 public safety answering point. Because of the essential public safety function provided by this unit, the timeline for the project was fairly aggressive and required a great deal of coordination between both internal and external stakeholders. In order to accomplish this undertaking successfully, the Town of Marana Facilities Team worked tirelessly to ensure that their portions of the project were completed as scheduled. This included disassembling and removing the existing dispatch consoles, preparing for the new electricity requirements, refreshing the paint as needed, and replacing ceiling tiles, among other responsibilities. The Town of Marana Facilities Team was integral in the successful and on-time completion of this project and deserves recognition.

In order to accomplish this undertaking successfully, the Town of Marana Technology Services Team also worked tirelessly to ensure that their portions of the Communications Center remodel project were completed as scheduled. Long hours and late nights were the norm during the TS phases of the project. Their responsibilities included disassembling and removing the existing technology, preparing for the new network requirements, installing new equipment, and troubleshooting network issues, among other responsibilities. The Town of Marana Technology Services Team was integral in the successful and on-time completion of this project and deserves recognition.

Rigoberto "Tony" Almader was sent out to perform a service disconnect in order to transfer an account to the customer name. As a courtesy he knocked on the door to give the customer time to call and set up their service. The customer immediately became angry, physical and verbally abusive. Neighbors witnessed the situation and said Tony was calm, respectful and polite throughout the whole situation. He was able to de-escalate the situation and leave without further issue. Tony should be considered for a cultural award for respect and dedicated service. His professionalism displays how the Town of Marana core values are represented in the community.

In her short time here at the Town, Shelby has proven time and time again that she is a huge asset to the Parks & Recreation team. She had to hit the ground running as two large Town events were already in the works on her first days as the Special Events Supervisor. Shelby has also added the Concerts in the Courtyard events at the MMC which have proven to be a new Town favorite and very popular. Shelby's innovation and resourcefulness in bringing together all of the bands, vendors and Town partners like Northwest Fire proves that she is a strong and essential addition to the already fantastic Parks & Recreation team. Not to mention the securing a fireworks vendor for the Star Spangled Spectacular despite a nationwide fireworks shortage! We look forward to seeing what she comes up with next!

I recently had the pleasure to work with two of your employees over the las t couple of days. Jason Henshaw and Louis Valencia, concerning my new water service. My well went down and these two went above and beyond to make sure my new meter was activated so we were without water for less than a day. They are both very knowledgeable and a pleasure to deal with. They are a credit to not only the Water Department but the Town as a whole.

When it comes to electrical work, Ed holds a wealth of knowledge. He is a team player, patient, and is an excellent co-worker. He has partnered with SCADA to upgrade Water and Waste Water sites in house. Ed and SCADA recently upgraded Saguaro Bloom Lift Station controls and electrical. Together, we saved the Town on contractor lead time, design, installation, and testing expenses. The Water Department is proud of his contribution towards developing an organization of excellence.

The Marana Regional Airport received an email today from Mr. Chuck Pinney, President of the Tucson Soaring Club thanking Eric Avenente and Charles Giarrizzo for their help on Sunday, March 20, 2022. The Tucson Soaring Club from El Tiro glider port did a landout training at Marana Regional Airport. On a day the winds were at times quite challenging, Eric and Charles were critical to the success of all the trainees who gained valuable experience in radio communication, managing their glide paths to integrate into the traffic patterns with other general aviation traffic, landing on hard surface runways and dealing with sizeable crosswinds. The group flew 24 flights over the 6-hour window (0900-1500), putting 5.4 hours on two gliders, training 8 students, 4 CFIGs, 4 tow pilots, and 6 line chiefs. In the email, Mr. Chuck Pinney stated, “Without their help, our operations would have been less efficient. We also enjoyed their warm hospitality.” It is this type of “dedicated to Service Excellence” that makes the Town of Marana employees leaders in our community.

Ramon and Hannah both demonstrate dedicated service every day when they respond to the graphic design needs of their respectively-assigned departments, and their talents have helped placed Marana on the map as a leader for branding and marketing in the region. Furthermore, their ability to be flexible and serve as the back-up designer to each other whenever one of them is out of the office (vacation, etc.) helps to ensure that departments don’t experience a break in service. MARIO LUNA - PUBLIC WORKS, FACILITIES

First of all Mario Luna comes to work every day with a smile on his face, never says the word NO, and always asks the question," What do you have for me, next boss". Mario Luna is a very good steward of Town resources, with his vast knowledge of the material we have in stock and where the material is. Mario showed this in the early months of 2020 when the pandemic started to come on strong. The facilities department was tasked with building plexiglass barriers for Marana employees to protect them from the public and from other employees to slow the spread of COVID-19. After weeks of cutting and hanging barriers, we had run low on material. All we had were some odd-shaped pieces left and Mario would always find a way to make every piece work without any waste. Mario is always looking for ways to use what we have in stock rather than just buying it new. Mario is always asking to try whatever task we have first, and if it is not quality then he says we can call a contractor. I have yet to call a contractor to fix or finish any task that has been given to Mario Luna. He takes the utmost pride in his employment at the Town of Marana, and in his quality of work.

 

Allyna Salas - Finance

Allyna is one of our newer customer service representatives, only being in her position for a little under six months. In that short time, Allyna’s had to adapt to many situations all while still learning her position. Shortly after Allyna started, Richelle Valenzuela was promoted to executive assistant with our clerk’s office. Allyna took on this new change as an opportunity to step up and take ownership of our front desk area in the absence of our more tenured customer service representative. Allyna has demonstrated dedicated service in the way she’s taken on the additional workload as permits, business license, and water payment volume has increased substantially within the Town all while still being within her probationary period. On multiple occasions, Allyna has made personal sacrifices such as rearranging her lunches in order to provide support to our customers and staff during busy periods of time. Allyna’s teamwork extends past her position within the town and translates to her personal time. When our Parks and Recreation team needed volunteers for our fall festival and holiday festival, Allyna not only volunteered but had her whole family volunteer in order to make sure our citizens had a memorable experience at both events. That selflessness and willingness to help can be seen in her daily interactions with both customers and staff members alike. Allyna goes out of her way to provide options to everyone and get them the proper information or resource to resolve their situation. Allyna has adapted to our cultural values within the Town seamlessly in all aspects.

Mary Soehnle - Courts

Mary is being nominated for the Innovation and Exemplary Performance Award for consistently going above and beyond to help her coworkers. Every day when Mary completes her assigned work, she reaches out to her teammates with an offer to help them with anything they need. In addition to regularly assisting her coworkers, Mary has taken the initiative to task herself with additional work that benefits all of the staff. Mary regularly notes receipts with due dates for the next payment, double checks the daily calendar and at the start of the day provides the courtroom staff and Judge with their files and a copy of that day's calendar. This is just a small example of Mary's dedication to the success of the team. These and many more self-imposed tasks that she completes each day assist every member of the team in some way. Mary is an asset to the department and deserves to be recognized for going above and beyond, assisting coworkers, completing tasks that she recognizes will help others, and always being willing to pitch in for anything that is asked of her.

I had the pleasure of interacting with Nolette over the last couple of weeks whilst attempting to get the building plans for my house. I wanted to have them to assist in planning future improvements to the property. After discovering that I couldn’t simply download the plans from the website, I imagined that this process would be time-consuming and filled with red tape. I was happy to receive a response from Nolette to my request very quickly with precise instructions on what was needed, and she quickly responded to each subsequent clarification that I asked for. She also checked on my request numerous times throughout the whole process, and really just made the whole experience enjoyable. I have usually been underwhelmed when it comes to the customer service of public employees, but I really wanted to highlight how wonderful and helpful Nolette was. I hope that this email will help serve as a positive review for her, and for any future performance reviews that she has in her public career. Thank you for your time!

Jason Flood and Mario Luna: Facilities

I received a call from a vendor that our equipment temperature on top of Beacon Hill was reaching critical levels. Upon further investigation, I found that both of our A/C units went down. I reached out to Jason, and he met me up on Beacon Hill with Mario on a Friday night. Through multiple tests, it was revealed that we could get the A/C functional - if we had the parts. They went back to their office, returning with what was needed. Throughout the five hour process of repairing these units, I was worried that they wouldn't be able to. Facilities doesn't have an HVAC technician currently, and the mobile A/C units we have aren't strong enough to keep the equipment on top of that hill cool.

They did it. Through a lot of trial and ingenuity at 1am, the machines turned on and began cooling that room. It was critical that they found a way, and they did just that. Without their efforts and teamwork, there was no 'Plan B' to fall back onto. The second unit was that plan, which also went down.

They both came through in a time when police radios, switches, and commercial users were on the line. I am glad they had our back. Without their help, our equipment would have eventually failed, as holding the door open wouldn't have vented enough when the sun came back up.

A few nights ago, I worked a little late and went down to my vehicle around 5:45. When I tried to start my car, my battery was dead. Since it was well after 5:00, there was no one around. As I tried to figure out what to do, I saw a vehicle park in the Dispatch parking area. I went over and introduced myself to Kae and asked for her help. She was immediately warm and friendly and willing to assist. She had long jumper cables so we used hers. Neither of us had ever jumped a car on our own, so Kae called her husband and face-timed with him while we figured it out. We got my car started with no trouble. As a result of her helping me, Kae was a little late for her shift in Communications, when she had originally been early on purpose to get some things done. Her assistance and friendliness was much appreciated!

Manny Carrillo, Jason VanDeusen, Thomas Kellerman, James Patterson: DEVELOPMENT SERVICES

As we just finished the prior fiscal year, I believe it is important to recognize the work and accomplishments of the Inspection team over this last year. The feats and accomplishments are notable even without the challenges of the pandemic, but the circumstances make those even more amazing. Despite the pandemic, the inspection team was able to conduct roughly 17,000 building safety inspections during the last fiscal year. Conducting those inspections help to insure the safety of our residents and those that come to our community to shop and work as well.

While many building safety departments in the region stopped or reduced services in their respective jurisdictions, the Town of Marana Inspection Team did not reduce any level of service.

When CDC protocols and department policy prevented the entrance to our resident’s homes, the team came together and came up with creative solutions (Zoom, Skype Duo, and pictures) to conduct needed inspections without entering homes. These creative solutions protected our team as well as the residents without reducing our level of service.

Michael McDonald: development engineering

Cultural Value: Dedicated Service and Teamwork

Beginning last March, Development Engineering was short on staff and was facing imminent problems in meeting our goals. Mike really stepped up and performed his job above and beyond expectations.

Mike dove into and took control of the many facets that make up Development Engineering’s daily work flow; field work, floodplain, plan reviews, permitting, customer contact, and lot releases, not to mention help in juggling the workload of our retired co-worker. Mike has truly shown Dedicated Service in successfully managing not only his workload without complaint and getting work done on-time, but in taking on and helping with the extra work associated with being a position and a half down in staffing. Mike receives many compliments from the development community about his willingness to help and get the project moving.

Mike jumped in with a “What can I do to help?” attitude and took it upon himself to become familiar with the projects and issues that were currently being handled by our soon-to-retire coworker. He took some of those issues on to ensure that our client’s projects would be minimally impacted by staffing changes.

Mike’s Dedicated Service and Teamwork was a significant factor in keeping the department’s mission on track. We could not have done this without Mike’s dedication and team spirit during this period.

JESUS FELIX: WATER

Jesus has been pulling double duty by assisting with inspections on 5 different projects while still performing his other duties in the operations department. Right now there is so much construction going on we can't keep up and we asked the operations group for assistance. Jesus volunteered and has a great attitude and helped the department greatly in covering these projects which saved us money by not having to hire outside help to cover.

BUTCH JACOBS: ENGINEERING AND CIP

The Water Department has so many projects under construction right now that we have had to request help to cover all the inspections. I spoke to Morris Reyna who indicated that the timing was good for Butch to be able to assist us and Morris confirmed Butch has the necessary experience. Butch agreed and readily jumped in and took care of his assignments seamlessly. He has been an excellent team member and he will see these projects to completion. I believe Butch's willingness to help and great attitude exemplify great teamwork and dedicated service.

RICK SIEGER: FLEET

Cultural Value: Dedicated Service, Respect, Teamwork, and Innovation and Leadership

Everyone in Fleet Services deserves a nomination. They all have well earned praises from The Town and often go unnoticed. My Crime Scene truck often has issues and requires many trips to fleet. Each and every time I take it in, Rick is right there to hear about how he can not only fix the problem at hand, but improve, and make it safer to drive. The most recent time I picked up the truck, he even gave me a test drive to show what he did and all the extra work he put into it. He always goes above and beyond. While on the test drive he told me a story of how he took three weeks to clean and better a van for a department that drove it only a short time after he put all that work into it. He wasn't upset in the slightest and was happy that he could get the work done for them while he could and it was the best it could be for their department. Rick has an amazing attitude, is always ready to help and lend a hand, goes above and beyond, and helps the whole Town, no matter the department or vehicle, be the best it can be. He, and all of fleet, need all the praise for the endless, important, and phenomenal work they do.

PAULA BLUEMER: DEVELOPMENT SERVICES

The Town of Marana was recently audited by the Arizona Department of Environmental Quality for the Town's Stormwater Program. Paula Bluemer was the person representing the Town during that audit. I received an email after the from the State auditor that stated that he had been a part of or lead 20 different audits like the one he did at the Town over the last 2 years. He stated:

"Ms. Bluemer was by far the most patient, understanding, kind, and respectful MS4 representative that I have had the pleasure to work with. We had complex, intricate, and friendly conversations on complicated environmental regulations. Ms. Bluemer was perceptive, courteous, and above all, really seemed to understand the technical components of the program. Working in public service, especially the environmental sector, can oftentimes be a thankless task, so I wanted to thank Ms. Bluemer for her time, conversation, and demeanor. It was an absolute pleasure to work with Ms. Bluemer and I would be happy to do so again at any point in my career."

It is so great the a representative at the Town stands out in a two year stretch of someone doing the same audits for many organizations.

PAULA BLUEMER: DEVELOPMENT SERVICES

Paula has recognized the shortage of staff in the Development Engineering Department. She stated that she would like to review Type I Grading Permits. She has the skill set to do this based on her previous stormwater plan review and building plan review. After making sure this worked with her workload, she started reviewing the grading permits. She then took on the challenge of developing a checklist to assist reviews and training in the future.

We received a complaint that the storm flows yesterday washed out a resident’s access. The resident felt that this was due to the active construction by private development projects. Since we are short staffed, Paula went out to the site and assessed the situation. She then called the resident as well as the contractor to propose a solution. This was addressed in the field the next morning.

Both of these activities are outside her normal job duties, but she stepped in as she recognized a need for the Town to fill the gap.

NATE JANSKY, JOHN SMITH, OLIVIA SALAZAR: PARKS & RECREATION

Cultural Value: Respect

On a 112 degree day at Marana Community Center parking lot, Olivia Salazar, Special Interest Supervisor, noticed an elderly gentlemen bending over his rear car tire on the hot asphalt. The gentlemen’s car was parked in the handicap spot and he was struggling to jack-up his wife’s car to change her flat. Typical of her consideration for others, Olivia immediately called Nate Janksy, Parks Maintenance Supervisor (who was well equipped to handle the task of changing a tire). Within a few minutes, Nate arrived with John Smith, Parks Maintenance Worker. Together these two men changed the tire while the elderly gentlemen stood back with much appreciation. Added help came from Nico Salazar, when took it upon herself to take three cups of ice water to the men working in the blistering heat. This group of four P&R employees noticed a Marana resident’s predicament and demonstrated their compassion and kindheartedness.

LORI SHEPPARD, BILL LOREFICE, MELANIE STOUGH: COMMUNITY & NEIGHBORHOOD SERVICES

Cultural Value: Respect

In April, a resident of Yoem Pueblo brought two cows to his property to house them in his yard. Code Enforcement Officer Lori Sheppard made contact with him on the first day of their arrival and let him know that based on his property size he could not keep cows on his property. Lori continued to work with the resident and the Pascua Yaqui Tribe for many weeks to find an alternative location for the cows to live. When it came time to move the two cows the owner reached out to Lori to ask for help loading the cows into the small animal trailer he had. Lori, Melanie Stough, and Bill Lorefice all went to the property to help the owner load his cows. Melanie even brought fence panels from home to help direct the cows into the trailer. Due to very stubborn cows and extremely hot weather, it took three trips by staff over two days to get the two cows loaded so they could be taken to their new home. They all went above and beyond, and treated this resident like family by helping him out in his time of need.

MARIO LUNA: FACILITIES

I would like to acknowledge Mario Luna on the great job he does for the town. Mario always goes out of his way to help others, and always does it with a big smile. Recently he was doing his daily jobs, including a building remodeling job, and was asked to move the Engineering Department. He helped pack boxes, made sure everybody had their names on their boxes, and then loaded each person/office from the MMC and took it to the MOC where he made sure everything got to the right place. As we moved in we kept needing things moved around and he would stop what he was doing and make sure we had everything we needed and were comfortable. Mario represents the Town’s Dedicated Service Value by helping when and where he is needed with a friendly attitude.

HILARY HISER: TOWN CLERK

Cultural Value: Teamwork

Through the frequent relocation of offices at the MMC, I recently found my office located on the 1st floor. While everyone was very welcoming, Hilary went out of her way to ensure that I felt welcome. Hilary invests her time in building a cohesive, welcoming workspace that assists in making spending time here a pleasure. Through these efforts , Hillary includes everyone and builds a positive team experience. Utilizing humor and gracious inclusion, Hilary demonstrates the spirit of teamwork.

ERIC AVENENTE: AIRPORT/PUBLIC WORKS

Cultural Value: Dedicated Service and Teamwork

Eric Avenente very clearly demonstrates all of the Cultural Values of the organization every single day. As an example of Dedicated Service and Teamwork, on the evening of 6-14-2021, a small engine aircraft had an emergency landing on the I-10 near the Marana exit (exit 236). At 10:30PM, Eric was contacted by MPD to go on site to assist with assessing the situation, as well as loading and towing the plane back to Marana Regional Airport (all after having worked a normal 8 hour day the day before in the scorching AZ sun). Eric finished attending to the situation at 2:30AM, and then proceeded to return to regular work, no questions asked. He then debriefed Galen and myself on the incident, and finished all of his regular duties. This is just one isolated example of many in which Eric demonstrates Dedicated Service and Teamwork, by going above and beyond, and displaying flexibility, on the job knowledge, and cooperation. We truly appreciate Eric down here at the Airport!

LINDA DRALLE: TOWN MANAGER’S OFFICE/AIRPORT

Linda Dralle is a clear example of living all of the Cultural Values of the organization, each and every day. Recently, Linda has demonstrated exceptional Dedicated Service, Teamwork, and Innovation & Leadership. During my time as Interim Airport Manager, Linda has split her time between the Airport and the Manager's Office, effectively pulling double duty. During her time at the Airport, she has provided some long-needed administrative support. She has truly flexed her knowledge of office management, having implemented several new operating procedures directly related to handling financial transactions and customer interactions. She has also worked to provide additional support to Galen Beem, which has freed up more of his time to fulfill his job duties. Lastly, Linda has come up with several new ideas on how to streamline payments that are processed by the Airport, and how to make the Airport application more robust and responsive for staff. Linda truly has exhibited Dedicated Service, Teamwork, and Innovation and Leadership by going above and beyond, enhancing cooperation, and implementing new and creative ideas for the Airport.

NICOLETTE SALAZAR and elizabeth castro: PARKS & RECREATION

During the pandemic Nicolette Salazar and Elizabeth Castro displayed extraordinary administrative service by refunding an unprecedented amount of cancelled activities encompassing three months. They managed the surmounting customer issues with professionalism, and created a system of checks and balances for both the customer and the Finance Department.

Furthermore, the facility cancellations caused by the pandemic created a workload far beyond normal, and while many Town employees were sent home to telework, Nicolette and Elizabeth continued to maintain normal front desk operations. They also often came in to the building during their teleworking days just to meet financial and customer demands.

WILL CARR AND DAN BEJARANO: TECHNOLOGY SERVICES

COVID-19 impacted Marana in many ways. As an IT department, we experienced the different phases of response to the pandemic in waves of intensity and adaptation. In filling the needs of our town staff, we were met with technological obstacles that our department had never encountered before.

Throughout that time, I depended heavily on back-up from Dan and Will. Their skills and expertise helped me help others in completely different ways. With our overhauling of remote desktop methods, network security changes, solutions to complex remote problems, recovery of entire services, and our handing off of helpdesk needs, these two made the last year much more functional as a workplace in flux.

In working together, we were able to overcome the challenges to fulfill the shifting needs of our town staff on a level that I respect and appreciate. It is no easy task to rise to the challenge when that challenge is full of unknowns. Whatever comes next, they have helped me be in a position to face it head on.

When the idea of a drowning awareness campaign was brought to the attention of Vic and her team, they were all in and didn't slow down for a beat. They came together to help mold each aspect of the #SplashSavvy campaign. They are full of many talents, that when put together can create messaging, branding, and event exposure that is unparalleled to other organizations. Vic and the entire Communications Division really do make such an impact in the Town and really help the Town of Marana stand out and make lasting impressions. The Communications team's willingness and determination to build #SplashSavvy into what it has become is greatly appreciated, it truly could not have been done with out them and the talents that they each bring to the table.

OFFICER VINCENT JENKINS, OFFICER KEVIN TRAPP, LPO CHRIS CABRERA, AND SERGEANT STEVE JOHNSON: POLICE

Cultural Value: Dedicated Service

On January 22, 2020 at approximately 1:40 PM, Officer Jenkins, LPO Cabrera, Sgt. Johnon, and Officer Trapp responded to Premier Storage in reference to a male who collapsed, was not responsive, and stopped breathing. Officers located the individual and administered CPR and two shocks from the AED device. Officers were able to resuscitate the individual prior to paramedics arrival. Northwest Fire and paramedics took over providing medical care, and transported the citizen to the Oro Valley Hospital. It was an amazing effort by all of the officers who responded and their quick actions helped save this individual.

The Legal Department asked for help to both create new paper files and enter new cases into our case management system, and Araceli Huizar in the Town Clerk's Office and Terri Byler from Development Services immediately stepped up and ensured the wheels of justice kept turning ensuring that defendants' and victims' rights are protected. Araceli and Terri volunteered with smiles on their faces and a willingness to learn the business of a different department in the Town with its own unique priorities and case management system. The Legal Department is grateful for their willingness to go above and beyond the call of duty to help in this time of need, and by doing so they have shown that they exemplify the cultural values of dedicated service and teamwork. Also, a big thank you to the Town Clerk's Office and Development Services Department for making this happen.

SERGEANT BILL DITTIGER: POLICE

MPD recently answered a call to help a disoriented female, and through investigation, found that her vehicle had broken down and abandoned.

Sergeant Dittiger established where she lives and not only provided a courtesy ride home, but he also sent an officer to locate her vehicle. The female apparently had no money, so he had Eddies Towing tow the vehicle to the female's residence at his own expense. Bill is an amazing, big-hearted person who will do anything to help people and not expect anything in return. He demonstrates this quality often, and we would like to recognize his commitment to the Cultural Value of Dedicated Service.

GALEN BEEM: PUBLIC WORKS/AIRPORT

Cultural Value: Dedicated Service

On Saturday, April 24th, 2021, there was an emergency landing of a small aircraft just to the east of Marana Regional Airport, outside the fence. This aircraft crashed* near the berm adjacent to the CAP canal, about a quarter mile from the Airport. Marana PD contacted Airport Staff to respond to the aircraft, after both fire and police services had been dispatched to the scene. Galen Beem, Airport Operations Supervisor, was first and last on the scene to assist with the emergency. Galen showed a very thoughtful preparedness to handle aviation-related emergencies. He arrived on scene, was debriefed by MPD, spoke with the pilot and passenger of the aircraft, analyzed the scene, filed an immediate report with the FAA, assisted with arranging towing services for the aircraft, and ensured everyone on site had everything they needed. While Galen could have left after handling all of this, he stayed onsite to assist during the actual towing process, getting the aircraft onto airport property, to ensure a completely safe transport of the vehicle. Galen went above and beyond on a day off, essentially sacrificing his entire Saturday for 5+ hours to ensure the emergency was handled professionally from start to finish. This is one instance of many through which our staff at Marana demonstrate Dedicated Service as a Town Cultural Value.

JR BURNS AND BILL LOREFICE: COMMUNITY & NEIGHBORHOOD SERVICES

Cultural Value: Dedicated Service

It is very common for JR and the Code Enforcement team to clean up graffiti throughout the Town but this clean up went ABOVE and beyond! The "Caves" located on the west side of Silverbell Road had been tagged with graffiti pretty significantly and could be seen from Silverbell and surrounding properties. Bill Lorefice did a great deal of research and was finally able to track down an out of state owner to get permission to go on to the property to clean up the graffiti.

Due to the location, power washing was not an option, so Bill and JR packed up about five different colors of spray paint and hiked to the caves about 100' up. Once that was taken care of, JR hiked up about another 100' to another area that had also been tagged. When it was all said and done, with the utilization of the various earth tone colors, the landscape was once again a beautiful site. The property owner was very grateful to Bill and JR for all of their help.

JOHN SWANSON: PUBLIC WORKS - TRAFFIC

On March 15, 2021, John Swanson went above and beyond the call of duty. When the SCADA department reached out to Traffic to see if John could drive a bucket truck over to one of our water distribution well sites, he gladly accepted. This allowed us to replace a radio that had prematurely failed, which restored the well site communication. We want to thank John for his willingness to provide support outside of his department.

I am on one of The Gallery HOA Committees and had reason to contact the Town of Marana Planning Department. 

As you can imagine and from past experiences, sometimes it is difficult to navigate your way through the various agencies of a Town/City Government. Fortunately when I called, a very courteous woman directed me to Cynthia (Cindy) Ross who promptly returned my call. Through her, I was able to set an appoitnment for last friday. Cindy also arraigned to have several other Town staff join us to review/answer several questions and clarifications..

I along with two other HOA Committee members, met with Cindy, Steve Cheslak, David Spurlock and Howard “Gus” Myers. When we entered the Administrative Building we were greeted by two very friendly receptionists. We all admired the cleanliness and decor of the lobby area. What a terrific first impression …… it represents the Town of Marana well!

Cynthia greeted us in the lobby and took us to a conference room, where for the next 1.5 hours, Cindy, Steve, David and Gus, reviewed and answered our questions on plat plans, code/ building ordinances and other general questions. WOW! How impressed we all were - their knowledge and guidance was invaluable ….. along with their friendliness and patience!!

Congratulations on having such a terrific Team!! If there is anything our HOA can do to assist The Town of Marana in any way, please let us know.

MELISSA FORD: POLICE

Officer Ford was recently recognized by the Arizona Bar Association for her work with their youth outreach program. The following is from their website

As a former School Resource Officer, Melissa is a dynamic faculty member. Her wealth of knowledge with Arizona law as it pertains to youth and her experience on a school campus is invaluable. She shares her insight with her fellow officers and is always willing to mentor School Safety Officers teaching LRE in K-12 classrooms. Melissa’s passion for educating LRE Academy participants on the Best Practices for the effective implementation of LRE is conveyed in her approach with positive and supportive feedback during a training. She validates the challenges officers are facing and provides practical solutions and techniques for them to implement. Officers are able to build a camaraderie during trainings and share their success stories and concerns with ease and then use that to learn from their colleagues.

Melissa doesn’t shy away from technology but instead, utilizes it to her advantage to reach and teach students. She creates interactive lessons that can be applied and adapted to an in-person or online setting containing relevant ideas and scenarios which are crucial for engaging youth. She not only provides insight as to how laws can be applied to a student’s everyday life but also explains the social and academic consequences of risky behaviors. By highlighting multiple perspectives, participants are given opportunities to analyze and problem solve which is important in reaching students from all backgrounds. The Foundation is honored to have Melissa serve as faculty and we look forward to future collaborations!

LACEY GASTELLUM: TECHNOLOGY SERVICES

As a supervisor during a major transition in the TS department, she spent weeks holding the line to make sure that our MUNIS upgrade went through successfully. This is typically something done by multiple people, and rarely done in general. There were difficult and complicated situations that would arise, each having their own unforeseen impact on our systems. She came in early and stayed late to make sure that they were taken care of in a responsible manner. In spite of the stress of not having direct support staff at the time, she persevered and made sure that the quality of our service did not fail.

When all was said and done, it was her sincere dedication and work ethic that brought us through. That is appreciated on many levels by many people. Lacey is awesome.

RITA LEBSACK: HUMAN RESOURCES

Coming into a new place of work during a global pandemic can certainly be difficult, but Rita came to the Town and immediately began assessing the workplace for COVID-19 safety compliance. Then the unpredictable rollout of vaccines began, and Rita partnered with local public health to coordinate a vaccine response. As the point of contact for the Town, Rita would learn about appointment availability at the last moment and work to coordinate with Town employees. When an unexpected delay of vaccines occurred, she informed affected employees and coordinated rescheduling. It is "novel" work for a Town employee to deal with a "novel" virus and pandemic, and Rita has excelled in her role as Safety and Emergency Management Coordinator to help make the workplace safer for all.

MICHAEL WASHBURN: PUBLIC WORKS

Mike has been very responsive to the public's concerns regarding light trespass and glare emanating from roadway lighting. He meets with the citizens to understand their concerns, and places visors on the problematic light. He checks back in with citizens to make sure that the visor adequately addresses the problem. Mike even designed and built a 360-degree visor to address a citizen's glare issue. On 3/22 the Town received a Thank You letter from Mr. John Fennema, saying: "I would like to recognize Mike Washburn, a member of your team. I recently had an issue with a street light and glaring at night. I called and Mike responded on the same day, March 4, to install a visor on the light. His prompt response is a great credit to your department.”

RUBEN CRUZ, CARLOS OCHOA, DAVID SAMORANO, ROBERT SANTOS, MIKE ECKELBARGER, BILL LOREFICE: PARKS & RECREATION

Cultural Value: Teamwork

One morning, while opening Continental Ranch Neighborhood Park, Ruben Cruz noticed a javalina that had an arrow stuck in its side jaw. He and Carlos Ochoa notified MPD and Animal Control. Officer Robert Santos, Officer David Samorano and Animal Control Officer Mike Eckelbarger all arrived at the park to assist the Parks crew. It was determined that they needed to confine the animal in a safe location. Some very creative thinking led them to remove portions of the temporary ball field fence and close off the ends of the culvert underneath the road. The javalina was directed into the secured area and staff waited for AZ Game and Fish to respond. The Game and Fish Officer was able to tranquilize the javalina and staff was able to load the javalina onto a stretcher and remove him from the culvert. Once the javalina was removed Bill Lorefice was able to cut the arrow with bolt cutters so that less of the arrow was protruding out and he would transport easier when placed in the transport cage. The Game and Fish Officer was able to transport the javalina to Tucson Wildlife Rehab where he is expected to make a full recovery. The officer was very thankful for all of the Town animal control equipment that was available to her since they are not outfitted with stretchers or cages large enough to transport animals of this size. She was most grateful for the amazing staff and all they did to help the injured javalina. I believe this shows outstanding teamwork and innovation!

DALE STEVENS: PARKS & RECREATION

Dale is seen most every morning cleaning up trash and debris from the MMC area. He keeps the grounds in wonderful shape. The complex is always clean and maintained to a level other government complexes only dream of. I often hear comments on a regular basis of how nice and clean the grounds area. What Dale does make a great impact on the image of the Town.

Dale is also often the first Town employee that visitors to our complex meet. He has always been helpful, cheerful and respectful in all the contacts I have witnessed. He greets the Town employees the same way, and makes you feel he is glad to see you even though we are usually interrupting his work by walking through the area he is cleaning.

When working with other Parks employees, he has always been professional and helpful to them. He excels both in his quality of work and his attitude with others, and it’s a pleasure to see him every day.

BRIAN ARONSON: POLICE

The PD received the following letter from a citizen:

“On October of last year, I received an urgent request from my granddaughter who is residing in Australia. She recently moved to Australia and is a student there working on her masters and awaiting to attend medical school. She was in a crisis because her visa was about to expire, and she needed to get fingerprinted ASAP. As you might recall, l called your office and you had Mr. Aronson call me regarding my granddaughter's dilemma. He immediately researched my request and called me. He sent my granddaughter and l the information she needed. My granddaughter was incredibly happy with the rapid response and she was able to complete her task.

Mr. Aronson should be commended for his quick response and making my granddaughter, a Marana High School graduate, extremely happy. It appears you have an excellent person as the supervisor in that unit, a person who quickly responds to the needs of Marana.”

In my opinion, this is an excellent example of Brian's dedication to the Town of Marana, and his position as the Crime Scene Supervisor.

NICOLETTE SALAZAR: PARKS & RECREATION

Nicolette Salazar did an outstanding job leading the employee Peanut Butter and Jelly Drive in 2020. During a team meeting, Nico stepped up to take on the extra responsibilities of coordinating donation boxes for each department, engaging department liaisons, checking on collection status, and sharing information with communications to promote the 6-week initiative.

Nicolette completed all tasks with a positive attitude, a big smile, and was seen sporting the Peanut Butter and Jelly costumes often. These duties can easily be considered cumbersome or viewed as extra work, but Nico chose to focus on the positive impact she could generate for our community. When asked why said she volunteered, Nicolette stated that she saw the opportunity to meet employees from other departments while doing something great for the food bank and residents in need.

In addition to hosting the employee drive, Nico took her role a step further to make an even bigger impact. Nicolette also coordinated two external drives, with the Marana Vintage Market and Tortolita Middle School. Both external entities worked directly with Nicolette to plan PB& J donation options for their events, drop off dates, and approved the use of Spread the Love marketing to help both entities be successful in promoting the cause. These external drives generated 160 jars for the food bank, in addition to all employee contributions.

Overall Nico demonstrated great teamwork, creative approaches, and a dedication to making the Spread the Love campaign a total success. In addition to winning a TOM Award, we have dubbed Nicolette as the "2020 TOP JAMMER".

Jason Wilhelmsen: police

Cultural Value: Dedicated Service

Officer Jason Wilhelmsen responded to a separated domestic issue, which turned out not to be a criminal matter. A young couple were living in a trailer in the Kohl’s parking lot with their small baby girl and were trying to improve their situation. They had car trouble, depleted finances and very limited options on what they could do. Jason quickly contacted Emerge for housing options, which initially did not pan out. He got them a hotel room for a night to get some rest out of the trailer and also bought them dinner. He later helped get them enrolled with DES to get nutrition assistance and Medicaid. He also went out of his way to contact management at Wal-Mart to get them both jobs, despite management initially saying they had to apply online. Jason facilitated the application process and arranged for the couple to meet management. As of today, they are both preparing to interview for jobs at Wal-Mart thanks to Jason. He followed up with the couple numerous times over the course of three days to ensure they were on track to bettering their situation. Because of Jason taking this extra time and care, they have been enrolled with DES and are on track to get jobs. Him taking the extra interest in this case will be life changing for this couple if they continue working in the same direction. MPD officers commonly go above and beyond for citizens in the community, but this particular case is an example of going above and beyond.

RANDY KORTH: POLICE

Cultural Value: Dedicated Service

On 11/29/2020 Ofc Korth investigated an illegally-dumped load along Cochie Canyon Trail and within state trust land and town limits. A full trailer’s-worth of household trash, soiled clothing, and tires were left in an otherwise pristine patch of desert. While these are often considered dead-end cases due to lack of information, Ofc Korth took time to gather evidence, photograph and compare tire impressions, and solicit information and confessions from suspects and witnesses. Ofc Korth was able to arrest multiple subjects responsible for dumping the same load, which is very uncommon. In the process of investigating this case he also located and arrested a subject who had a felony arrest warrant for an unrelated vehicle theft.

Ofc Korth mentioned while investigating this case he saw several other illegally-dumped loads, including rotting couches and other furniture, in the trust land. His unparalleled service in this incident arose from his frustration that so many people are committing this crime due to their unwillingness to pay a $12 fee at a landfill. He convinced the responsible parties to voluntarily clean up their own mess, and he is working with the regulators of the trust land to better prevent, deter, and investigate similar loads of illegal dumping in the area.

Elzy Villalobos, Marcel Rodriguez, Albert Castaneda, Pete Barker, Eric Amaro, Rick Siegar, Morgan Baker, Joe McGraw: Public Works

Cultural Value: Teamwork, Innovation & Leadership

The Marana Community Correctional Treatment Facility (MCCTF) informed the Town of Marana on short notice that they could assist in cleaning up all of I-10 within Town limits. During COVID-19 we have been unable to utilize the inmate crews and the I-10 corridor has been collecting debris so this outreach was a big assist to the Town and community.

The MCCTF would need equipment and supplies to complete this cleanup, not to exclude use of a bathroom which we did not have available in a portable drop off manner. Members of the landscape and fleet divisions in Public Works organized together and developed a plan to build a portable restroom for the inmate crews to use. Within 24 hours they built a trailer with a restroom attached to it that could be picked up and dropped off by Town staff at the location the inmate crews would be working each day along the I-10 corridor. These two divisions coming together demonstrated the Town values of “Engaged Innovation” and “Teamwork” and together executed the perfect plan, with minimal time to complete the project.

RICK SIEGER: FLEET SERVICES

Rick is a very outgoing member of the Town. I was in serious need of guidance and help in finding very expensive equipment that was unaccounted for in the general area of the MOC sub-station. Not only did he assist in helping me find said equipment in the warehouse, but he brought me around to all other possible locations that it could have ended up. I was able to also recover useful equipment that I wasn’t even looking for to be used in repairing police vehicles. His assistance was awesome to me personally, but critical in getting more of our officers taken care of. It was not asked, but volunteered, and that is appreciated on many levels.

CHESTER MANNING, KEVIN GOODRICH, AND OLIVIA SALAZAR: PARKS & RECREATION

Cultural Value: Dedicated Service and Teamwork

Chester, Kevin, and Olivia are recognized for providing 53 Town employees with First Aid/CPR/AED training in November. While all three are certified trainers, it is not part of their regular job duties to provide this valuable training to their co-workers. Training 53 employees required 9 separate sessions, plus the amount of time required of Chester, Kevin, and Olivia to plan and prepare for the trainings. Their dedication to this important and potentially lifesaving training and their teamwork in working with co-workers to schedule and carry out these training sessions, are strong examples of our cultural values.

KELLY BAUGUS: ANIMAL CONTROL

On October 17th, it was discovered that a large owl had gotten itself stuck inside a batting cage at Crossroads Park. Due to the limited availability of U.S. Fish and Wildlife Services, Animal Control Officer Kelli Baugus and Michael Woelk with Parks Maintenance worked together to successfully free the owl, which turned out to be no simple task. The owl refused to go towards the lower half of the batting cage where the open gate was located and stayed along the top of the cage, requiring Kelli and Michael to get creative. A piece of fencing was then removed from the top of the cage and they were able to push the owl towards the opening. After a few minutes the owl found the opening and was able to escape unharmed. Great teamwork and innovation was displayed by both Kelli and Michael, as they were positive representatives of our core cultural values. Thank you both for your efforts!

STARLA ANDERSON: FINANCE

Starla has been an incredible force of nature over the last few months. Under the most challenging conditions caused by the pandemic, she has provided support to all around her, within and outside the department, while also overseeing the transition of the cashiering process from the Water Department to Finance. At times she has moved her office to the first floor to ensure that staff have the support they need and our customers have the best experience possible when they visit us or call us. She has shown her dedication and leadership to her team by keeping in touch with them and ensuring they have everything they need regardless of where they keep their office hours. Finally, she has demonstrated her innovation during the ongoing implementation of a new business license system through the configuration and setup of the table structure for business license ensuring a robust system is put in place for years to come. She is a most valued and appreciated colleague to all of us.

BRENDAN O’CONNOR, JASON FLOOD, JOHN TRAUGOT, TONY SMITH, ERNESTO GARCIA, MARIO LUNA, AND NICK MCCASTER: FACILITIES

Since COVID started affecting the Town in March, Facilities staff have been looking for and accomplishing new ways to keep all Town employees safe. Facilities have installed Plexiglas shields for any front line greeting counters to include, Courts, MMC, DSC, HR, Managers office, Parks Community Center at Ora Mae Harn, PD, Clerks and Legal Offices. They made and setup partitions so staff could come back into the office safer and sooner. They provided PPE, hand sanitizer and face masks to all departments as needed.

These modifications were accomplished all while building remodels were in full swing. HVACs went down in the middle of summer and their routine jobs needed to be completed and in a timely manner. Facilities staff has always had a good attitude and willing to help other departments when needed, even in the middle of the pandemic.

The Asphalt Crew was nominated for a Teamwork Cultural Value Award to recognize Bill Ogle and Keith Francis, who worked together to help Jeremy Orozco pass his Class B CDL test. This team has been working diligently to assist Jeremy with training to pass his CDL test, and without the team’s help, this would not have been achieved in the time frame it was.

JARROD GANZER: POLICE

Cultural Value: Respect

On September 9, MPD received a call for service for a female needing assistance at Walmart. Officer Jarrod Ganzer responded and found a woman and her children had been stranded in the parking lot for two hours after accidentally being locked out of their car. The woman explained she did not have anyone who could come help her. Additionally, her debit card was taken by an ATM machine and she had no way to pay for someone to unlock her vehicle. Officer Ganzer contacted Eddie’s Towing and used his own money to pay the $45 bill. The car was successfully opened and the family was able to return home safely. MPD officers respond to a variety of calls for services, some requiring lights and sirens, but more often than not, our officers respond to someone who is having a really bad day and needs someone to help them out. Officer Ganzer did not hesitate to assist this family and showed them the kindness and respect they needed.

TABITHA O’BRIEN: POLICE

On September 5th, Tabitha worked with Marana police on an officer-involved shooting. This was Tabitha’s first solo shift, as she just finished training. For someone who had just recently entered Dispatch, she worked and performed at a level officers would expect from a more tenured Dispatcher in the Communications Center. While the officer working with her was focused on the radio traffic from those on scene, Tabitha tackled all requests that were coming in head-on, all while fielding 911 and administrative calls in between every task. Tabitha’s willingness, drive, and dedication to a team of “two” that day was instrumental in our success at the end of the day.

SCOTT BENNETT: POLICE

Cultural Value: Teamwork

A member of the Marana Police Department expressed his gratitude to CSU Tech Bennett for his assistance on a case. He was called out to assist with documenting the execution of a search warrant on a hotel room, and to secure a vehicle in the MPD Impound Lot. Though he was called out close to midnight, there were no complaints from him, and he was extremely helpful on scene with a pleasant demeanor. He also offered to take custody of all evidence items (approximately 50 items), and to enter them into SAFE for officers. Most of the officers on this call were on duty for 15+ hours, so this saved officers from staying even later to do the SAFE entries.

Recently a need for a better, more detailed and comprehensive training program was recognized for 911/police dispatchers. A group of dispatchers came forward and worked with me to develop a week long classroom setting training program. They developed a lesson plan outline, lesson plans, power points, daily observation forms, visual aids and more! They then instructed the class. The 6 dispatchers invested multiple hours, sweat and tears in this program and all documentation, paperwork etc. They are dedicated to ensuring the TOM has skilled and highly trained 911/police dispatchers to serve the community and officers. As well as an amazing workforce and training program that will take us into the future. I am so proud of this group! They deserve to be recognized for all the work they did. And I might add, work that they expected nothing in return except highly trained co-workers!

LIBBY SHELTON: LEGAL

On July 24, the police department received information about a public event that was going to be held at the abandoned Breakers Water Park property involving 400-500 people, vehicle racing, a DJ and an a sundry of other activities. With potential traffic problems looming, unsafe actives, and concerns with COVID19, we began to look for ways to mitigate the problem. We were able to contact Libby Shelton from Legal, not knowing she was on vacation, who advised she was on her way home from her vacation and as soon as she got into Town she would work on drafting a letter to the property manager. Despite being told she did not have to work on this and we would seek other avenues, she insisted on helping out. She got home in the early evening and immediately went to work researching information to include in the letter. She completed the letter in short order and we were able to find the property manager later that evening and serve him the letter. After reading the letter he decided to cancel the event, a decision that saved the Town money and resources. Libby went above and beyond to help us out. I think 90 percent of people would have never even answered their phone and certainly wouldn't have volunteered to help if they were just getting back into Town from vacation. Her dedicated service and teamwork in this situation, as always, was exemplary.

CARMEN MARTINEZ: ANIMAL CONTROL

On July 12, Carmen was called out on her day off to assist Marana PD with an animal problem pertaining to over 8 puppies escaping from a residential yard. The puppies were malnourished and desperate to find food. A 9-1-1 call advised the dogs were at risk of being struck by vehicle on a nearby roadway. Carmen was contacted and arrived on scene and handled the call professionally with the homeowner and the puppies were ultimately surrendered. Carmen then used her own money to buy dog food for the adult dogs retained by the homeowner who was in need due to being out of work due to Covid-19. Carmen was very helpful and had a great attitude despite being called out and she exemplified dedicated service to the Town of Marana.

EMILY LISCUM: WATER

A very special thank you to Emily Liscum, a.k.a. “the MMC/MOC Move Master.” Since coming on board she has constantly been seeking ways to contribute and better the department. Her commitment to being part of the team and dedicated service to the Town was most recently displayed with her tireless efforts coordinating the move, packing, recycling, storage, records destruction, and getting everyone moved swiftly and safely. She is an incredible asset to our team and the transition to our, as she loving calls it, our “forever home” would have been a lot harder without her.

As the HR department has been processing the loss of our colleague and friend, Manny Carbajal, we've also had to fill his very big shoes with safety at the Town. Kelly has proactively sought out administrative functions and tasks that she's been able to identify, learn and execute. With little to no prompting, Kelly has gone through files and handwritten notes and put together a timeline of training programs and requirements that are due and coming to due to ensure the Town is in compliance with Federal and State regulations. While Kelly's prior experience has provided her the background to execute these functions, these are not her responsibilities at the Town but she saw a need, learned what was needed to fill the gaps and has kept things moving along effectively and efficiently. This is not a one time occurrence for Kelly, she regularly takes initiative and seeks opportunities and resources to help us grow and keep moving forward.

A resident sent in the following email after being assisted by Christine:

“Thank you for your professionalism and kindness. It’s very humbling to find myself in such a position after a lifetime of success and plenty. So your respectful demeanor is particularly welcome, especially in contract to receiving disdain or a quick brush off when I call to inquire regarding possible assistance. When my spine was completely reconstructed and fused ten years ago, I was supposed to have retried to work within three months. However, several problems with the surgery precluded my return to work, and eventually required another complete spine reconstruction and fusion two years ago. That surgery was “failed” from the outset, and I have been preparing for yet another spine surgery since then. However, I also contracted MRSA and several infectious diseases while in the hospital, and have only recently become strong enough for another 14 hour surgery. I’m not sure how this will all turn out, or whether we’ll survive the current pandemic. But I do know compassion when I find it, and I think it’s good to let people know when they touch you. So thank you for being the lovely woman and efficient and devoted worker you are. The Town of the Marana is fortunate to have you on their team.”

Rich Jacinto: Public Works

A member of the community food bank expressed her gratitude for the tremendous support the town has given to the community bank since the outbreak of the COVID-19 virus. She explained that members of the Public Works Department had arrived to set up barriers and traffic control devices to ensure the safe ingress and egress of residents lining up in their vehicles to pick up food. Several hours before they were scheduled to open, a woman showed up and was told she would need to come back later. The woman began to cry saying that she didn’t have enough gas to get back home and didn’t have any food. Town of Marana Public Works employee Rick Jacinto intervened and asked the woman to follow him to the Circle K so he could fill up her tank with gas. He also gave her a $20 bill for food and told her to pay it forward. During times of crisis, we tend to see either the best fo the worst in humanity. Rick Jacinto’s act of kindness is a true display of great compassion and action, and shows all of us how we should care for others in times of trouble.

Matt has consistently gone above and beyond for the TS department during this time of uncertainty. Several urgent requests were made for printed signs for different departments, and Matt picked up the prints, trimmed, and delivered them to the recipients in a remarkably fast pace with no complaints and a smile every time. Plotter prints aren’t even in his job requirement! I would not be able to make these prints without his help.

Cynthia Ross: Planning

Cynthia Ross has been project planner for the Make Marana 2040 General Plan, a state mandated document to guide the future growth and development, and a year in the making. Cynthia has had to gather, dissect, and coordinate information from not only many Town Town departments, but also from Marana citizens, businesses, organizations within and outside of the Town, the Citizen's Forum, Planning Commission and Town Council. This was accomplished (in conjunction with the Town's consultant) by conducting meetings throughout the workday and after. Creating a document like this, planning meetings, gathering comments and completing reviews involves a lot of work - all the while working with and keeping Planning staff and Town management informed on status of deliverables, deadlines and changes. Ms. Ross put in a lot of herself and time into the creation of this document from start to finish with the sincere attempt to create something which will help create a better Marana.

Austin Webster: Water

Cultural Value: Dedicated Service, Teamwork, Innovation & Leadership

In recent weeks, two water sites went down. Austin immediately plugged into both situations and assisted in startup of our generators, coordination of the repairs, and being a valued team member with the production staff who are tasked with operating and maintaining those sites. The Saguaro Bloom site is up and running, and we are in the midst of repairs at San Lucas. Austin continues to help as needed while maintaining his responsibilities as our only inspector of construction projects. HIs assistance at both sites minimized impacts to our customers.

Lori Sheppard: CNS - Code Enforcement

Cultural Value: Dedicated Service, Respect, Teamwork, and Innovation & Leadership

In the Spring of 2018, the decision was made to reclassify a recently vacated Code Enforcement position to an Animal Control Officer position. Although this move was beneficial to the community by expanding Animal Control coverage, it also effectively made Lori the sole Code Enforcement Officer for the Town of Marana. This was the case for over a year and a half until a new position was funded. During that time, Lori continuously went above and beyond and exceeded expectations in the level of service that was provided to our community. She was also instrumental in training our newest Code Enforcement Officer this summer. Additionally, because Lori had previous experience completing background investigations for new police officers, she was tasked with performing background investigations on candidates for the ACO positions. It should be noted, this task is nowhere within her job description, but she embraces the opportunity to assist to ensure we have staff that is truly here to serve the community. Through it all, Lori has maintained a positive attitude and a strong commitment to the job, the team and the community. We are truly blessed to have someone with her skills, integrity, leadership and spirit within our ranks.

Public Works Landscape Crews

Community Services had placed four clean-up dumpsters in the San Lucas neighborhood over this past weekend. During that time, several people dumped additional trash and debris in and around the dumpsters. Woodie Smith and a crew responded quickly to assist CNS in the clean-up, which took two trips to the landfill with full trailers to properly clean the area. The crews worked quickly and efficiently, and their teamwork and assistance was greatly appreciated!

John Kaiama & Elzy Villalobos: Public Works

An incident in the Continental Ranch neighborhood resulted in a large puddle of oil/grease spilled down the street, and traffic was going through the chemicals and leaving tire tracks and footprints on sidewalks and driveways. Residents were directed by their HOA to contact the Town, and were pleasantly surprised to find the mess completely gone within hours. The individuals doing cleanup took the time to remove the oil smears from sidewalks and driveways. The response from all team members from the Town was efficient, courteous, and expeditious!

Heath Vescovi-Chiordi: Town Manager’s Office

Cultural Value: Teamwork

The Town Clerk’s Office needed to publish a notice on behalf of the Finance Department that needed to be published in Spanish as well as English. See that the Town did not have a contract with a translation company, and knowing that there are a handful of employees that speak Spanish, Heath was contacted to see if he could translate the public notice. Without a timeframe given, Heath was able to translate and get it back to the Town Clerk’s Office within a couple hours, allowing them to send it to the newspaper for publishing the following week.

Aubrey Lopez: Police

Cultural Value: Dedicated Service and Teamwork

Aubrey demonstrated selfless teamwork to the Communications team of the Police Department by assisting in Dispatch during the Police Department Awards Ceremony, so that every dispatcher could attend the ceremony to receive the recognition of Unit Citation. Stepping back under the headset is a stressful act and she volunteered without reservation. Aubrey previously worked with an Oro Valley dispatcher who was unfamiliar with our processes, so not only was Aubrey thrust back into the role, she was doing so without the support of tenured Marana dispatchers for guidance. This is a great illustration of Aubrey’s true heart for our team and an awesome example of unparalleled service.

Steven Copp: Police

A Town of Marana staff member had a flat tire and asked for help while she was over at MPD. Within minutes, Officer Copp was ready, willing, and able to change the tire. He gave the staff member helpful tips for how to change the tire in the future and made sure that the tire pressure on the spare (and other tires) were at a safe level. He also gave safe driving tips for driving on the spare and suggestions on where to get the tire fixed. The staff member said of her experience, “I have seen and heard of many instances with MPD helping citizens with flat tires and have always been impressed with the level of service provided by MPD”.

HR received a request from a department for additional inmates on their inmate work crew due to a reduction in the number of inmates they had, as well as getting back logged in some work areas due to the reduced help. Unfortunately, the number of inmates available for work crews has declined and all departments are seeing a shortage in their work crews until more eligible inmates are available for the inmate work program. After communicating the situation with some of our inmate work crews who have larger crews, Rob Grimaldo and Woodie Smith volunteered to share a couple of their inmates with the department to help them catch up. Their quick response and willingness to help another department despite their own department’s needs embraces everything we strive to achieve through our Cultural Values. We are the Town of Marana, committed to providing exceptional public service and a welcoming environment that makes Marana our Town for life, regardless of the department name we operate under.

The Police Department received the following message of praise from a resident:

“I would like to thank you for the opportunity to do a ride along with your department. It was a pleasant surprise to see just how community oriented the department is versus other agencies around here. The experience I had with Officer Rizzi is the main reason I am reaching out. His professional demeanor, the way he carries himself, and his vast knowledge on policy was impressive. Watching his interactions with the public is, at least what I think, how every citizen hopes to be treated with law enforcement contact. He was courteous, respectful, allowed the public to ask as many questions as needed, and very fair and consistent while keeping a smile on his face. He took the time during his shift to thoroughly explain to me in great detail about the department, policy, situational scenarios and how they should be dealt with, the benefits of being employed with Marana PD, equipment used, and excellent community policing. If Ofc. Rizzi is any indication of the type of officers employed by MPD, then you have the best department in the state, if not the nation. I would not hesitate to do another ride along with him if given the opportunity.”

She has spent the last several months working to reconcile our system with the Courts system for restitution payment. Jane gathered information from the Courts dating back to 2016. She was able to reconcile the account and develop a process to continually check the balance of this account. Jane is a valued member of the team.

Carla Donaldson: Engineering

Cultural Value: Teamwork

On January 15, Carla came across a Good Samaritan near Twin Peaks and Linda Vista, who was actively attempting to catch a loose dog that was running in the road and traffic. Carla stopped to provide assistance and they were successfully able to capture the dog. Carla contacted Animal Services and stood by with the dog until we got there to take custody. Carla has repeatedly provided assistance to Animal Control while she is in the field completing her own work obligations. We feel it is important to recognize her dedication to the organization, exceptional teamwork, and willingness to go above and beyond to ensure the safety of both the animals and motorists.

Ellen Sedig: Parks & Recreation

Ellen received a phone call from Parks Maintenance Supervisor Donna Chambers, about a concerned citizen who reported that four teenagers had just vandalized the restroom at Wade McClain Park. Later on during her work shift that day, Ellen noticed four teenagers coming out of Wade McClain Park and immediately let Donna know that she may have a description of the individuals and where they may be. After getting approval from the concerned citizen to share her phone number and her description of the teenagers with MPD, Ellen went to Neighborhood Skate Park and saw the four teenagers that fit the same description given by the citizen. Ellen immediately called MPD, who questioned the individuals, and they confessed to the vandalism at Wade McClain Park. Ellen’s attention to detail, her surroundings, and going above and beyond while working with her peers, makes her a great team player.

Elizabeth Castro: Parks and Recreation

Cultural Value: Teamwork

Elizabeth Castro responded to a park walker’s call about suspicious activity at Wade McLean Park. She collected details from the caller and took immediate action by calling our Parks Maintenance staff. Elizabeth’s sense of urgency and intuition to collect specific information allowed Parks Maintenance staff to promptly assess the area and take action. As a result, Parks Maintenance staff was able to locate and identify suspects who were vandalizing the restrooms. Police were summoned and Elizabeth was asked to reconnect with the park walker to ask if she would make a statement to the police. Elizabeth’s ability to act quickly and obtain details assisted in the apprehension of suspects that had vandalized our parks restrooms.

Ron Warrior: Municipal Court

Cultural Value: Respect

Municipal Courts had an elderly gentleman (94 years young) come into the Court to pay his fine. Ron helped the elderly gentleman back to his car as it was a far walk for the gentleman. Ron went above and beyond to help this gentleman make it back safely to his car.

Olivia Salazar: Parks & Recreation

Cultural Value: Dedicated Service

Olivia Salazar exemplified high quality commitment and dedicated to the Parks & Rec Department in her willingness and professionalism in stepping up and taking leadership of the Aquatics & Community Events division of the department while a co-worker was out of the office for Parental Leave. Olivia stepped in during a crucial time of the year in taking on all of the prep and implementation of one of our biggest and longest running community events, the Egg Nog Jog. Olivia carried out the responsibility of the additional workload in stride and in result, we experienced 100+ participant growth since last years event.

Grace Neal: Police

Grace took the time to make and buy all the decorations for the Christmas tree in the PD lobby. She had an endearing idea to make it a “thin blue line” theme in honor of Mike Torres. Her, along with Sandra and Maricela, hung all the decorations and made it look beautiful. One final and special touch was handwriting Detective Torres’ badge number on an ornament and adding a fedora hat as the tree topper. A photo was taken of the tree and shared on Facebook. We really appreciate her thoughtfulness, time, and efforts!

Tony O’Brien: Technology Services

Cultural Value: Dedicated Service

Tony helped the Traffic Engineering group in Public Works to connect traffic signals to a central management server that is housed by the ADOT. This proved to be a difficult task because of the layers of technology, and it required collaboration with the IT department of a different agency. Tony persisted through many setbacks and frustrations, handling them with cheer and dignity. Through iterations, he was able to understand what the issues were that had been preventing establishing this connectivity and surmount them. In the process, he developed a good working relationship with ADOT and made friends in Traffic Engineering. Tony persisted over many months to achieve this, demonstrating dedicated service and tenacity.

Art Figueroa, Vincent Jenkins, and Jose De La Torre: Police

Cultural Value: Dedicated Service

In December, the Police Department received a ‘Thank you’ card from a resident who was a victim of domestic violence. Officer Jenkins was the case officer who provided her domestic violence information and connected her to Emerge (DV awareness resources), Sgt. Figueroa coordinated the arrest of her husband, and Det. De La Torre was successful in getting the case successfully prosecuted. This is an excellent example of the Town’s Cultural Value of Dedicated Service.

Group Nomination: Water Department

Cultural Value: Dedicated Service, Teamwork, Innovation & Leadership

On November 19, at approximately 10:30pm, our on-call staff received a report from Pima County Sheriff’s Department that a single vehicle accident had damaged an electric transformer that feeds the Saguaro Bloom well and booster station site. The vehicle struck the transformer, pushing it off the slab into the wall, pulling the conductors out of panels, and damaging equipment located over 175 feet away. Due to the quick, orchestrated, and efficient response displayed by all staff involved, we were able to minimize water outages to our customers. Staff worked through the night, some for up to 16 hours straight, as well as the next day to establish temporary power. They also worked diligently throughout the following week to repair the damage by the following Friday. The efforts displayed by Joe Bomesberger, Amanda Head, Fred Rodriguez, Josh Binnion, Antonio Sanchez, Jesse Schultz, Rigo Ceja, and Austin Webster exemplify the Town’s core values.

Aubrey Lopez and kyle Kirkwood: Police

On November 24th, the Police Communications Division participated in an event that required our attendance at an off site location. As everyone understands, 9-1-1 does not have the ability to close our services in order for all of our employees to leave their position. Officer Lopez and Officer Kirkwood volunteered to assist by utilizing their experience in our division to cover our center so that all of our personnel could participate. They both reported to our center after working their assigned midnight shifts with patrol the previous night. Stepping into the realm of emergency communications can be intimidating, and yet Aubrey and Kyle did not hesitate to take on the responsibility in order to allow their coworkers to participate with their unit. This unselfish action is a demonstration of the many ways Aubrey and Kyle extends themselves beyond expectations.

Joyce Eldert: Parks and Recreation

Joyce consistently produces high quality work when maintaining the grounds of the MMC. She is the epitome of a dedicated public servant. Joyce was out on medical leave and came back a couple of weeks early (doctor approved) because she was concerned her area would not be maintained the way she would maintain it. The pride and ownership Joyce takes in keeping the external areas of the MMC pristine is visible to the public and employees, and is greatly appreciated. Her work ethic and attention to detail is second to none, and is an example for others to follow.

Our Equipment Crew has demonstrated teamwork by training Joe Hermann on a CDL Class A License. In our line of work, an equipment operator is required to obtain a Class A CDL, however thanks to the help of Joe Betancourt, Shari Howard, David Encinas, and Bill Ogle, Joe Hermann was able to achieve this goal faster than anticipated. The CDL Test has three parts to the test, with each part more difficult than the last. Thanks to each individual above, Joe was able to ride along with them to help evaluate, discuss, answer any questions, and keep Mr. Hermann at ease while training for each section. Teamwork is a daily function for any of our staff, but in this particular case, the Equipment Crew went beyond to help a coworker achieve a major goal in his career.

John DeStefano and Dan Rowan: Police

The following message was forwarded to Marana Police Department regarding the actions of Lieutenant John DeStefano and Officer Dan Rowan.

“I am writing to let you know how appreciative I was yesterday of two of your officers who stopped to help my son. His car died on Twin Peaks bridge on his way to school, and as I was on my way to help him out, two Marana officers stopped to help him. One of them even offered to give my son a ride to school all the way to Ironwood Ridge. I am a school teacher and had to rush out of my classroom with hopes of getting back as soon as possible, so the ride my son got was a great help to me. My son was beyond thrilled to ride with an officer! The second officer stayed with me until the tow truck arrived and loaded the car on. Both men were extremely friendly and caring. I felt it was important that you are aware what a wonderful example they set for Marana and they clearly love their jobs.”

Jennifer Lindblom: Human Resources

On a routine basis Jennifer provides outstanding customer service, and exhibits a high level of commitment to the customers HR serves. There are many examples when she goes above and beyond when helping others. A specific example occurred on December 11, 2019. Jennifer received a phone call from an employee at 5:25pm regarding a sinkhole near the employee parking lot. The employee was concerned someone would hurt themselves, so they called HR. Jennifer immediately called Facilities regarding the sinkhole to ensure immediate action would be taken to prevent injury to anyone. In addition to calling Facilities, she went to the parking lot to locate the sinkhole, and had the cleverness to get a cone from the back of a parked Town facilities truck to cover and mark the hole. Jennifer is to be commended for her quick action, initiative, and dedication to service.

Jerry Ysaguirre: Police

Cultural Value: Dedicated Service

In October, Officer Ysaguirre responded to a call about an unresponsive 80-year old male. The subject had a long history of heart ailments, and unfortunately succumbed to his illness and passed away at the house. Officer Ysaguirre stayed with the surviving spouse and provided comfort to her for several hours until arrangements were decided. Officer Ysaguirre coordinated the funeral home to respond to the residence and also called ‘Victim Witness’ services so the spouse had a resource to get through this difficult time. On December 3rd, the Department received a ‘Thank you’ letter from the spouse thanking Officer Ysaguirre for, “the kind assistance on the passing of my husband. Your professionalism provided strength and comfort during the most stressful time of my life and I appreciate you.” Offer Ysaguirre’s actions strongly contributes to the excellence of the Town’s mission of Dedicated Service.

Sandra Gamboa: Finance/Payroll

Cultural Value: Dedicated Service and Teamwork

Sandra is always willing to step in and help out whenever she can. Most recently, she heard a conversation I was having about needing to find some information and where to locate the fields needed in Munis, and I mentioned I might need some help from her. She left the meeting and immediately contact the person I was working with and starting testing the process, and was able to provide all the information I needed, all without even waiting to hear if I officially needed help. This is Sandra on a regular basis, stopping what she’s doing to help someone else even when it’s not directly related to her job responsibilities. The previous day Sandra came to help process some paperwork while our EA was out of the office and she didn’t hesitate to provide that level of service to her colleagues from another department. Thank you, Sandra for always rising above and going beyond the call of duty.

Erin Ysaguirre: Police

The Police Department received the following letter of praise from a citizen:

“The other morning I spoke with Mr. O’Reilly the VP of Relations and overall senior point of contact for the Leman Academy of Excellence, Marana. He told me several times over the last few years he has had the opportunity to work closely with Officer Erin Ysaguirre on a variety of school related issues. He said her professionalism and job knowledge was outstanding. Her most recent investigation involved the home life of a student, her dedication and compassion is unwavering. He went on to say that she is his go to person and is always willing to help no matter how big or small the problem might be.”

He would like to thank Officer Ysaguirre and the Marana Police Department for their continued support.

Melanie Stough and Christine Byler: Community & Neighborhood Services

Cultural Value: Dedicated Service, Respect, and Teamwork

Christine Byler and Melanie Stough went way above and beyond the call of duty to help a neighbor in need. Christine received a call from a resident who was in need of the community trailer to discard trash and other items from the home she was moving out of. The woman explained to Christine that a few months prior, she had been a victim of a domestic violence incident, and was now required to vacate the house of her ex-partner. She had most of the items prepared to throw away, however the ex-partner had canceled the trash service and she had no way of disposing the items. The community trailer was already reserved by another resident, but Christine and Melanie came by her house after they picked up the trailer to dump it. They spent two hours in the back of the trailer disposing of loaded trashcans in horrible conditions. They also bagged up a large amount of clothes that the resident wanted to throw away and took them to a donation bin so that they may help others in need. The compassion and respect they showed this woman during a very hard time in her life went a long way in helping her finish this part of her ordeal. Their extraordinary actions and willingness to help this woman in need exemplify what amazing human beings they both are and how they both live the Town’s Cultural Values.

Kim Warner: Parks and Recreation

Not a week goes by without our department receiving an email for a citizen reaching out to let us know that our trail system in the Tortolitas are the best around, and in these emails, Kim Warner is always called out by name. Citizens always recognize Kim for his outstanding knowledge of our trail system and his willingness to go above and beyond to make sure our hikers on the trail have the best experience possible. Kim has a vast knowledge of the flora, fauna, and geography of the desert southwest and is always willing to share it with anyone who is interested. Kim has proved his exemplary performance time and time again. Kim is a great steward for our Trails, the Parks & Recreation Department, and the Town of Marana.

Tony O’Brien: Technology Services

Cultural Value: Dedicated Service, Respect, Teamwork, and Innovation & Leadership

Tony was this years Turkey Mascot for the Turkey Trot. Tony volunteered his time outside of his business hours to best utilize his people skills (and dance moves) as TOM the Turkey! The task of portraying TOM the Turkey is completely outside the realm of Tony’s work responsibilities, however he was eager to be involved and interact with the community. Tony donned our new mascot suit, which is heavy and hot, and is by no means an easy task to participate in a race warm up, pose for photos, and give high fives while you are strapped inside a blazing hot six foot turkey. Tony never complained of his tasks and he rose to the occasion. He was a crowd favorite at Turkey Trot and his actions brought hundreds of smiles to Marana that day.

Mike Eckelbarger: CNS - Animal Control

Cultural Value: Dedicated Service and Innovation & Leadership

This October, ACO Eckelbarger responded to a report of an injured bird along the frontage road between Barnett and Postvale. Upon arriving in the area, ACO Eckelbarger was advised by a patrol officer that the large injured bird had crawled into a storm culvert that runs under I-10. Utilizing a net, ACO Eckelbarger crawled into the culvert and after a few minutes emerged back out with the bird. He quickly assessed the bird and believed it to have at least a broken wing and injured legs and believed that it had probably been struck by a vehicle along the freeway. ACO Eckelbarger transported the bird to the Tucson Wildlife Center where their vet identified the bird as a Loon, which is rarely seen in Arizona, and agreed to treat the bird. Animal Control Officers are responsible for domestic pets and rabies control, so Mike's actions were going above and beyond. The great work by the Town's Animal Control division continue to exceed expectations.

Kelli Baugus: CNS - Animal Control

Although employed as an ACO, this incident does not involve animals, but demonstrates the teamwork exhibited by ACO Baugus on a daily basis. In September, ACO Baugus was on duty for Animal Control. While monitoring the radio for service calls she became aware of two boys, ages 10 & 12, that had gone missing from their grandmother’s home in the San Lucas neighborhood the day prior. While conducting routine patrols, ACO Baugus pulled into a vacant property in the area where she noticed two juveniles laying on the ground as if they had been sleeping in the area. Rather than risk spooking anyone, ACO Baugus pulled away to avoid drawing attention. She then immediately parked in a safe location and called Sgt. Johnson, the on-duty patrol supervisor for the shift, and notified him of what she saw. Within minutes, MPD was on scene and located the two juveniles that had been reported as runaways the day before. Because of ACO Baugus’ actions, the two boys, who were not familiar with the area, were safely reunited with their family.

Tony O’Brien: Technology Services

Tony O'Brien went above and beyond to demonstrate the level of dedicated service that is important to the Town, and to his department. Tony worked closely with the Attorney's Office to find an alternative to provide data for an urgent public records request when the initial set of data had become corrupted. Both Libby Shelton and David Udall reached out to his department head directly to acknowledge his above-and-beyond efforts. Here is a quote from David: "Tony really went the extra mile to help on this one, and was very pleasant to work with. He embodied all of the Town’s Cultural Values in diligently assisting me day after day with the technical difficulties we were experiencing with this request. I greatly appreciate his assistance.”

TAMMY BURCHETT: pARKS AND RECREATION

Cultural Value: Dedicated Service, Respect, and Teamwork

Prior to going on a 2-week work leave, Tammy went above and beyond ensuring that the Senior Program, to which she plays an integral roll, was well informed and stocked with supplies for ongoing programs in her absence. Her dedicated service to the Senior Program was evident to all. The respect and teamwork she showed her supervisor and the other staff involved with the Senior Program was unparalleled. Instead of just maintaining status quo before her absence, she tried to prepare us for every day while she was gone.Knowing this was also a busy time for the department, she wanted to make sure the seniors would have uninterrupted service. Tammy is more than deserving of the Cultural Value Award for her Dedicated Service, Respect and Teamwork.

Darice Larriva-Johnson: TMO - Communications

Cultural Value: Dedicated Service and Teamwork

Darice did an excellent job managing vendors for Marana Fall Festival. She has learned a lot from the past year of special events, and she played a lead role in approving vendors, acquiring their paperwork and working with Lori Dart, and coordinating the vendor check-in process. Vendor check-in is a tedious and important job that requires patience and the ability to work with many personalities. Darice was attentive, productive, and showed a deep passion for her work. As a result of her excellent work, over 30 vendors had a positive experience working with the Town at one of our prominent special events.

Monique Hagberg: TMO - Communications

Cultural Value: Dedicated Service, Respect, Teamwork, and Innovation & Leadership

Monique coordinated and managed a fantastic Marana Fall Festival this October. She led a planning team that included members from Public Works, Parks and Recreation, Police, Legal, Finance and others, and her respectful, clear and reliable direction helped all departments work together toward a common goal. She has taken feedback from departments from past events, and improved the planning process to address any past issues, and to find opportunities for new ideas. As a result, public feedback has been very positive.
